becomes apparent that there exists a common vision at the system level. The analysis of the
activity systems of the different hierarchical levels shows that this vision of the system level is

only partially reflected in school reality at school level, although sufficient supporting measures
are provided. This finding suggests that further studies on the needs of the school level are
necessary.
